[Very few people get this dressed up for a bar crawl. It looks like it'd be hell to wash, and the only reason you'd wear it out to the bar is an obsession with fashion.
So that's one clue about who this patron sitting at a table is, since he forgot to tell other-Dazai how to identify himself. As for him, when he sees Dazai come in with bandages visible on his arms, he makes an (incorrect) assumption that this is the injury that caused that text and thus this is Dazai.

[Dazai's eyes finally meet Shuji's for the first time since he'd entered the room, and there's a look of what is this about on his face that will probably leave his pet worried for a while.]

[Dazai leads his guest to a small, private conference room before shutting the door behind them. He gestures to a table in the middle of the room with chairs surrounding it.]

[He opens the door and escorts Ibuse back down the hallway and into the main office, bidding him farewell, and that’s when a very exhausted but accomplished looking Atsushi races up to him, very important looking papers in hand.]
Dazai-san...I finished that report like you asked...
[Atsushi hands over the papers, and Dazai takes them with a warm grin before affectionately ruffling Atsushi’s oddly cut hair.]
Thank you, Atsushi-kun! I knew could rely on you!

...Do you have anything in mind after work?
[Work, where Atsushi will be with him the entire day. Maybe Dazai will ruffle his hair again.]

He’d been so caught up in his work that he hadn’t even noticed the redhead waiting around, and from the way he speaks to Dazai, Atsushi can only assume that they know each other. Of course, being the polite sweetheart that he is, Atsushi wants to introduce himself as well, and he turns to the stranger and bows in greeting before giving him his warmest smile.]
Oh! Hello, I’m Atsushi Nakajima. I don’t think we’ve met before! Do you know Dazai-san?

[Dazai had been watching their little exchange with amusement right up until Shuji mentioned the two of them being involved, and once Atsushi excuses himself to go find out why Kunikida is glaring daggers at him from the doorway Dazai crosses his arms and looks at Shuji with a hint of disapproval in his eyes.]
