All magic takes something out of you. But I don't believe that's what you meant.

The way I understand it, everyone who has magic is a witch, and there's a system set up and administrated so that we don't all use it for everything we want. Every use of magic has a price. The more used, the more paid, and it's always the thing most important to them. For example, somebody's greatest wish would be to stay alive, but every time they used magic, they'd lose years off their life. Or somebody could want to be recognized for their work, and every time they used magic, people would forget who to credit for anything they did, or even forget the person entirely. But a Golden Mage doesn't have a price. It's rare to even meet that kind of person, though, and the administration likes to try and keep them under control, too.

What is the title game?

It's where young witches who haven't proven themselves yet run around doing assignments they're given, and the winner gets a title early. Titles are important because it means you're registered by the MASQ and your magical life and your mundane life are separated from that point on. That keeps you safe.
